The Biden Administration has given the Israeli government a month to end the 'humanitarian crisis' in Gaza, but does this actually represent a shift in US foreign policy?

News broke this week that the Biden Administration has given the Israeli government one month (which would come after the coming US Presidential election) to end what they call the “humanitarian crisis” in Gaza or they may face some actual repercussions up to and including some kind of arms embargo. Is this representative of an actual shift in US foreign policy, or is it a cynical ploy to promote a normalization deal/security pact with Saudi Arabia which has been a longstanding goal of multiple US Administrations to secure their interests in the Middle East and around the world? (Spoiler alert: it’s the second thing.)
